Based in Houston, Texas, Jim Fonteno has recently returned to Estrada Hinojosa.

Jim has a substantial and diverse background in public policy matters beginning with his appointment by President George H.W. Bush as a Policy Advisor to the US Environmental Protection Agency. He has served the last 12 years as a Commissioner of the Port of Houston Authority, the 2nd largest port in the United States, and on the boards of the Asia Society of Texas and World Affairs Council of Houston, respectively. He previously served on the Board of Trustees of the $100+ billion Texas Teachers Retirement System, and was Chairman of its Alternative Assets investment committee. Jim also is on the national board of Rebuilding Together, the nation’s largest nonprofit organization providing free home repairs and rehabilitation in over 200 communities across America.

As investment banker and attorney, Jim also serves an advisory role to several international and real estate clients. Previously, Jim spent 12 years as a municipal finance investment banker with UBS Investment Bank (and its predecessor entity, PaineWebber) and Estrada Hinojosa & Company. In that capacity Jim worked on transactions for a broad range of Texas tax-exempt issuers. Additionally, he has good knowledge of PPP and privatization issues and relationships with the major international infrastructure funds.

Jim holds a BA from the University of Southern California, a MSc degree from the London School of Economics, and a JD from Georgetown University. He is a member of the Washington, DC bar, and holds Series 7 & 63 securities licenses.
